out of service と out of order は同じ意味？
out of service と out of order は、「公共の機械が故障している・不具合を起こしている」という意味においては入れ替えが可能ではあるのですが、out of service はこのほかに、「乗り物が運行中止をしている」という意味でも使われます。

機械が故障中・調整中である
エレベーターや自動販売機など、多くの人が使うものが何らかの理由で故障している、または使えない状態であることを意味します。
The elevator had been out of service, so I had to use the stairs.
（エレベーターが故障中だったので、階段を使わなければならなかった。）
The ice cream vending machine was out of service because of the power outage.
（停電でアイスクリームの自動販売機が使えなかった。）
I tried hailing a taxi cab coming down the street, but when it got close, I saw the sign that said “out of service.”
（通りを下っているタクシーを呼んでみましたが、近づくと「運休」のサインが見えた。）

サービスや設備が利用できない
機械の故障のほか、お店やサービス、公共設備などが使えないときにも使われます。

（お手洗いは一時的にご利用いただけません。）
My cell phone is out of service now because I’m in the basement.
（地下だから、携帯が圏外だ。）

・basement：地下室、地階
乗り物が運行中止 または 回送中である
The train is out of service and heading to the garage.
（回送電車のため車庫に入ります。）
The line is out of service in both directions because of an accident.
（その路線は事故により上下線ともに不通です。）
In Friedberg, Hessen, the trains will be out of service from Tuesday midnight to Thursday.
（ドイツのヘッセン州では火曜日の深夜から木曜日まで列車が運行されなくなります。）
